POSITION: Construction Manager

COMPENSATION: $130,000 – $140,000/ Year DOE

This position offers a 4% of annual salary sign-on bonus for new hires!

DESCRIPTION OF POSITION: The Construction Manager will provide complex professional, technical, and administrative support for Charities Housing’s construction and rehabilitation projects; will support staff in the design, bidding preparing scope (specifications) of work needed for bids and contract documentation related to rehabilitation/construction/capital improvement projects as well as establishing a preventative maintenance program to increase the useable life of material/equipment and for budgeting purposes. Under the supervision of the Director of Property Operations, the Construction Manager will manage capital improvement projects throughout the existing residential portfolio.

SUPERVISORY RESPONSIBILITIES: The Construction Manager (CM) receives direct supervision from the Director of Housing Development and the Director of Property Operations. The CM may provide general supervision to other lower-level Housing Development staff.

EDUCATION & EXPERIENCE REQUIRED:

  • B.A. in construction management, architecture, civil, structural engineering, or related field preferred.
  • Minimum 5 years of experience in construction management, general contracting, architecture or engineering.
  • General Contractor, Architect or Engineering License preferred.
  • Knowledge of the affordable housing industry and applicable federal, state, and local government regulations.
  • Strong knowledge of MS Word, Excel, MS Teams, and Outlook.
  • Valid California Driver’s License and insurance required.

QUALIFICATIONS:
Required knowledge, skills & abilities:

  • Knowledge of construction methods and materials.
  • Knowledge of architecture.
  • Ability to prepare contracts and negotiate revisions, changes and additions to contractual agreements with architects, consultants, clients, suppliers and subcontractors.
  • Excellent written and oral communication skills, organizational skills, and ability to work independently and as part of a team.
  • Computer proficiency, particularly MS Excel & MS Word.
  • Ability to read, analyze, and interpret complex documents, including contract language administration and content.
  • Ability to complete multiple tasks under fixed time constraints and deadlines.
  • Ability to keep accurate records.
  • Able to work in a challenging environment.
  • Effective oral, written and presentation communication skills, and ability to represent the company to public officials, and community groups.
  • Excellent critical thinking skills, ability to effectively collect, analyze, organize, distill, and present information.

RESPONSIBILITIES:
The following duties are normal for this position, but this list is not to be deemed all-encompassing. Other duties may be required and assigned.

  • Plans, manages, oversees, and participates in the construction and rehabilitation projects for the Agency.
  • Participates in the RFQ selection process for General Contractors.
  • Analyzes contractor/subcontractor estimates during predevelopment phase and prior to GC contract execution.
  • Participates in design development and construction document review for new construction and rehabilitation projects.
  • Participates in early preconstruction design meetings with Architect, consultants and GC and provides input for constructability and value engineering.
  • Directs building construction and rehabilitation consultants and contractors on nature and extent of construction work appropriate for projects; reviews inspection reports; and documents the scope and requirements of construction/rehabilitation to ensure the development of the design meets the project requirements.
  • Prepares, solicits and reviews bids and proposals for major equipment repairs, and capital improvement and construction activities related to Agency multi-family residential communities; participates in the review and selection of bids.
  • Conducts meetings with contractors, subcontractors, and architects to coordinate the construction process; review and approve plans, specifications and designs and recommend actions; monitor schedule, monitor technical and safety requirements, ensure project documentation is maintained, review pay applications, inspect work and review change order requests.
  • Reviews and evaluates all RFIs, Submittals, Change Orders, Draw Packages and any other construction related communications.
  • Creates and maintains a variety of records and files pertaining to construction and rehabilitation projects; reviews and contributes to the creation of Agency Board reports.
  • Provides technical direction and implementation strategy to staff in all construction matters.
  • Responds to difficult and sensitive public inquiries and complaints and assists with resolutions and alternative recommendations.
  • Draft, maintain, and implement Charities Design Standards in coordination with Development and Operations.
  • Assists with close out procedures and hand off to Property Management.
  • Performs other duties as assigned.
