Marvel Ang
Director of Housing Development
Marvel oversees the acquisition, entitlement, financing, and construction of all projects. Since joining Charities Housing in 2020, he has managed development projects from acquisition through construction completion, ensuring successful project delivery. Marvel has over ten years of experience in design, construction, and real estate development. Prior to Charities Housing, he spent six years at Simpson Gumpertz & Heger Inc. (SGH) as a building enclosure consultant, contributing to ground-up projects, including mixed-use developments, educational and medical facilities, and high-rise commercial buildings. Marvel holds a Master of Science in Structural Engineering from The University of Texas at Austin, a Bachelor of Science in Civil Engineering from Johns Hopkins University, and an Advanced Certificate in Real Estate Development from San Jose State University.

Sam Guan
Controller
As Charities Housing’s Controller, Sam is responsible for all aspects of the organization’s accounting functions. Sam has over 15 years of experience in the low-income and affordable housing development accounting in the San Francisco Bay Area. Prior to Charities Housing, he was a development accounting manager in Tenderloin Neighborhood Development Corporation and First Community Housing, and he worked for Resources for Community Development and Christian Church Homes as an accounting consultant in the past few years.

Maggie Li

Terri Fukuda
Director of Legal Tax & Risk Management
Prior to joining Charities Housing in 2005, Terri worked as a Senior Audit Manager for Berger Lewis, a public accounting firm based in San Jose. She specialized in providing attest services to for-profit real estate owners, tax-exempt organizations, and low-income housing related entities, including affordable housing developers, HUD-financed entities, and low-income housing tax credit partnerships. She audited and consulted on various aspects of affordable housing, including development, tax credit compliance, cost certifications for tax credit partnerships, HUD and HCD, and audits in compliance with HUD and OMB Circular A-133. Terri earned her B.A. in Economics from University of California at Santa Cruz and a Master’s in Accountancy from San Jose State University. She currently sits on the board of Center for Spiritual Enlightenment in San Jose and serves as Treasurer.

Maria Ochoa
Senior Human Resources Manager
Maria joined Charities Housing in 2017, bringing with her more than 10 years of experience in Human Resources. She began her career in the hospitality industry, where she gained valuable experience working with both union and non-union employee populations. This early exposure equipped her with a strong foundation in employee relations, labor compliance, and navigating complex workplace dynamics. Maria has built a reputation as a trusted HR partner who approaches every challenge with a people-first mindset. She specializes in all areas of human resources, with expertise in employee engagement, organizational culture, payroll administration, and benefits management. Her collaborative approach and strategic thinking have contributed to building inclusive workplace environments that support both organizational goals and employee well-being. Maria’s passion for understanding human behavior and helping others led her to earn a Bachelor of Science in Psychology from Santa Clara University, where she completed a double major in Psychology and Spanish.
